Smoking on Tokyo Streets

A traveler to Japan asks, "Is it true that it is illegal to smoke on the street in Tokyo? I'm traveling to Tokyo in a week and after a 14 hour flight I think I might need one outside the terminal..." Any Advice?

    It is recommended, not to smoke on the streets, you will see boards and signs on the road which show , No smoking on the streets. I dont think it is illegal
    as I see many Japanese and foreigners smoke while walking.

    But one should respect the non smokers,
    so my advice would be to refrain from the same.
